X-Men: End Times Fodder Character Rules

Rules

Fodder characters are easy-to-app characters which have someone tighter concept restrictions and have only limited consent. They're meant to spur on RP by taking on a character for a short time without the hassle of a full app. They also allow somewhat more dramatic RP, as they potentially can be killed, or be put into unwelcome situation.

Fodder characcters are apped by sending a message to the apps list (xet-apps@yahoogroups.com) with the title 'FODDER APP: '. (Without this title we may miss it and it will get a normal review, so please keep this in mind). This app should include powers and skills (as in a regular app), and then simply a brief paragraph sized outline (or more, if you feel like it) to the staff of the rest of the 'concept'. They require only one wizard's approval, and so turnaround should be around 1-2 days.

The following rules must be followed for Fodder Characters:
1) OCs only, no canon characters.
2) One fodder character at a time per player (This is not including 'easy app villains' which would require a little more), and they follow the same rules as alts for such things as 'aiding an alt' and 'two alts on the same team' (although we'll consider exceptions with a good reason), but do not otherwise count against alts (see 'news alts').
3) No Pre-Symposium manifestations: everyone got their powers within the last couple years (with maybe an exception for Morlocks, but this must be talked about with staff in advance). This simplifies background worries tremendously.
4) Fodder are just that, characters with limited consent abilities. At any time, staff might tell you the character has to die, or leave a team, for any reason (up to and including such things as 'we think, after all, the powers are too much' or 'You're going in a direction we'd rather not see', etc). Other players RPed with may request certain results, up to and including death, if it's required for a certain reason (for example, a fodder OMA agent discovering the secret Brotherhood safehouse but not able to report yet). You should be generally accomodating, but in disputes of this, it can be sent to a staff decision. Staff may also require power/trait changes/clarifications at any time, but will usually let you RP while rewriting them.
5) Submitting a full character app (assuming you have a free slot) for a fodder character can let you move out of fodder status if you find you like the character more than you thought. Staff reserves the right not to allow a full app for a concept they're not comfortable with as anything other than a fodder.
6) Staff reserve the right to close off groups for fodder characters at any time, or to veto certain powers not on the banned or restricted list completely.
7) Wealth, extreme resources, etc, other than that conferred on by being a member of a team are not allowed.
