History:

Victor Pasco's history hasn't fully been revealed. He's worked for the government much of his life but never with a terribly important position. After the Symposium, it was somehow discovered that he could tell, through allergies, if someone was a mutant. He told his superiors about this and, after some testing, was transferred into the OMA and given a huge pay increase.

Victor serves as a quick and easy mutant detector. If the government suspects someone is a mutant but want to be sure, they'll send Victor in undercover to walk by. After all, who would be suspicious if a guy walks up and starts sneezing, then walks away? While the evidence might not be usable in court, it's handy to know nonetheless. He's also useful in recruiting new agents into the OMA when they started desiring more mutant assets.

Unusual physical characteristics: Victor seems to have stuffiness with frequent watery eyes and runny noses.
Strength level: Kleenex's strength is equivalent to a man of his height, age, and build, who engages in limited regular exercise.
Known superhuman powers: Kleenex is a mutant with a highly developed allergic system. He is allergic to many things, and can sense exactly what it is setting off his allergies at any given time. Most of the time this is a weakness, however it has one notable pecularity. Kleenex is allergic to other mutants. When within 10-15 feet of one, he will sneeze a few times and his allergies will intensify. He cannot identify a mutant he's met before simply by the type of 'sneeze' he gives, but he can identify which of several people he's near is causing it, and if there are several mutants, how many.
Other abilities: Kleenex knows how to play chess. He has limited firearms training from the OMA, but isn't particularly good.
Weapons and paraphernalia: Like his nickname, he always keeps a supply of Kleenex. He also carries a firearm as part of his duties with the OMA.
